HalfIRC allows you to monitor and chat back to the IRC channel of your choice all from within the game's console screen:"HalfIRC is a new enhancement to the popular Half-Life 3D engine, allowing you to monitor your favorite IRC channel from within the game, even enabling you to chat back using the game console. Toggling the chat display is as easy as pressing one key, issuing IRC commands is as simple as typing one command in the console."
Not sure how the utility will affect your ping or fps in game, but check out the HalfIRC site for download links and basic requirements.
