Speakeasy.net have a nice interview with the leader of Valve's mod squad. Here is a lil snippet:
What feature are you most excited about in CS 1.3?[Erik Johnson] No question that it’s voice communication. It changes the game completely.
Will CS now be updated more regularly to fight the cheats that will be coming out?
[Erik Johnson] Yes.
Many players will complain that the gameplay has been affected, were there any deliberate changes and who was primarily responsible for them?
[Erik Johnson] Fixing problems with the hit boxes is going to change gameplay. Internally we see a lot more headshots than in 1.1.
