Recently 'Greg Coomer' updated the Steampowered site with information regarding the recent downtime of the Steam network.
For about 4 hours last night, Steam service was interrupted. After that time, service continued to be slow until about 11:00 am PST today. These problems were caused by device failure on our network following a power outage. We apologize for the inconvenience -- we're currently increasing redundancy in these areas to prevent this from happening in the future.
With many gamers being effected as well as the CyberXGames event, we can only hope that Valve learn from this misfortune and implement safeguards to protect the network failing again.

From what ive heard from a couple of people in vegas it was caused by a misconfigured router which cXg had been given for use by Valve (suprise). [ Comment: Report | IP: Logged ]
